Asbestos survey quotes: management or refurbishment survey?

Explain the planned work, compare survey coverage and understand access restrictions before commissioning an asbestos survey.

BEFORE YOU REQUEST A QUOTE

Tell the surveyor what the building is used for and exactly what work is planned. A management survey and a refurbishment or demolition survey serve different purposes; the cheaper title is not a basis for choosing between them.

Begin with the decision the survey must support

Are you managing the occupied building, planning a fit-out or preparing for demolition? Send the existing survey and register, plans and proposed work description. HSE distinguishes management surveys from refurbishment or demolition surveys. Ask the competent surveyor to identify the appropriate scope for your actual project, including hidden materials that may be disturbed. Do not assume an old survey covers new intrusive work.

Make exclusions visible before comparing prices

Ask which rooms, voids, roofs, plant and outbuildings are included where relevant. Clarify how locked, occupied or otherwise inaccessible areas will be handled and reported. HSE warns that survey restrictions can undermine usefulness. A quote that excludes the area your contractor plans to open may not answer your question, even if the rest of the report is extensive.

Agree sampling, access and reinstatement arrangements

Ask how sampling and analysis are priced, including any allowance and additional charges. Establish who arranges access equipment, vacant areas and any agreed making-good work. Intrusive surveying needs planning with the competent provider and the people occupying the premises. Do not attempt to obtain a sample yourself to reduce the invoice. Make the programme depend on safe arrangements, not just a preferred start date.

Check surveyor competence and the deliverable

Ask how the surveying organisation demonstrates technical competence and how any accreditation can be verified. Agree the format for material locations, photographs, findings and limitations so the information can be used by the person managing the premises. Ask whether an explanation of the report is included and whether management-plan preparation is separate. Surveying and removal should not silently become one undifferentiated purchase.

Hand the information to the people who need it

Before planned work begins, arrange for the relevant survey information and unresolved areas to be discussed with the competent people planning and carrying out that work. File the report with the register and management arrangements. Ask how new findings will be incorporated into those records. Purchasing the PDF is only useful if the people making decisions can find and understand the information.

Questions to include in your quote request

Send the same brief to each provider, and ask them to identify assumptions and exclusions in their reply.

  • Which survey type and scope fit our planned work?
  • What areas remain excluded or inaccessible?
  • How are samples, analysis, access and reinstatement priced?
  • Which records and explanations will we receive?

Common buying questions

Can I choose a management survey because it is cheaper?

Choose the survey that answers the actual building-management or construction question. Ask a competent surveyor to explain the scope needed for the work.

Does a survey price include removal?

Do not assume it does. Ask for any removal or other follow-up work to be separately scoped and explained.
